Job Description
Hours: 35 hrs/wk.

Summary:
Native Child and Family Services of Toronto (NCFST) strives to provide a life of quality, well-being, caring and healing for Indigenous children and families living or accessing services in Toronto and Peel region. We do this by implementing a service model that is culture-based and respects the values of Indigenous people, the extended family, and the right to self-determination and through the integration of holistic, culturally based prevention services that are child centred, family focused, and community driven.
Reporting to the Interim Leadership Council, the Director of People and Culture is responsible for providing leadership and expertise in the areas of human resources, Indigenous cultural services, organizational culture and change management, and internal communications and events. This role will promote an environment that honours Indigenous culture, values and practices through the development and/or implementation of concrete practices for staff training and capacity building, cultural learning and exchange, and the ongoing implementation of NCFST’s new Indigenous governance model.
The Director, People and Culture will also be responsible for providing mentoring and support to their team and other members within the agency’s leadership team in a way that aligns with NCFST’s mission, values, governance model and strategic plan.
Primary Responsibilities:
Build and promote a safe, healthy, respectful workplace in accordance with the organizations mission, vision, values, and governance model.
Ensuring the workplace is compliant with Ministry standards and regulations and all legislative requirements and be accountable for staff to meet this responsibility.
Co-lead change management planning, implementation and evaluation that supports projects and organizational shifts (with a particular focus on the implementation of NCFST’s new Indigenous governance model).
Work closely with Funds Development and Finance teams on planning and budget preparation related to respective portfolio requirements, program needs, and financial accountability.
Provide leadership in the development of a human resources atmosphere for open, honest, and transparent communication that focuses on mutual respect and consideration for everyone.
Ensure all necessary human resource policies, programs, and procedures are developed and implemented in accordance with relevant legislation, organization accreditation, and best human resource practices.
Oversee the recruiting processes of the agency and develop and implement effective procedures to ensure recruitment of qualified candidates- with a specific focus on the recruitment, retention and promotion of First Nation, Inuit, and Métis peoples.
Develop, implement, and manage an appropriate employee wellness and recognition program, that includes access to an Employee and Family Assistance Program (EFAP).
In collaboration with the Director of Finance and Administration, manage the organization’s Employee Benefits program through cost monitoring and reporting.
Support agency with disability management programs and ensure procedures are in place to provide employees with modified work opportunities and early return to work, as appropriate.
Oversee the Health and Safety function within the organization, including ensuring management representation to the Joint Health & Safety Committee.
Work closely with the Senior Supervisor, Peaceful Relations and Volunteers on the continued development and assessment of Diversity, Equity, and Belonging programming, supports, policies, training, mentorship, and event/initiative planning that contributes to building an inclusive working environment that is grounded in Indigenous values, teachings, ceremony, and traditions. This will include guiding the Peaceful Relations Circle on behalf of the agency.
Provide expertise, support, and advice to all organizational levels on matters related to labour legislation and labour relations practices.
Negotiation of Collective Bargaining Agreements, including support of interpretation and adherence as needed.
Provide supervision and development of employees within the people and culture team, along with any other employees as assigned or required.
Oversee processes to ensure proper management of Worker Safety & Insurance Board claims.
Work with leadership team on clear communication when setting and measuring performance expectations and accountabilities while ensuring employees can provide input into decisions that affect them.
Participate in professional development to achieve increased competence and skill in areas critical to performance by attending appropriate training opportunities and keeping current with the theory and practice in one’s area of employment.
Develop, implement, and manage effective procedures for employee’s orientation and training.
Generate opportunities for relevant and necessary professional training and development.
Ensure succession planning, mentorship, and sponsorship processes are in place that supports employee development and advancement.
Build relationships with related community organizations with similar mandates including collaborating on special projects.
Participate in strategic planning and service planning processes.
Develop a human resources plan in collaboration with the Interim Leadership Council, and the human resources team that is built with Indigenous Culture at the centre of the work to best support the children, youth, families, and community in Toronto and Peel region.
Maintenance and security of Human Resources Employee data (ie. HRIS, ATS, electronic/hard file management, etc.).
Provide monthly and annual reporting updates to the Board of Directors and at the Annual General Meeting including producing submissions for the agency’s annual report.
Act as a resource to any Board Committee or other standing or ad hoc committees on human resource issues, as required.
Represent the agency in a human resource capacity, as required, by attending conferences, meetings, community events, planning sessions, working groups, and special events.
Preferred Cultural Knowledge
Lead the Cultural Services team in ensuring that approved policies, and procedures are implemented and followed.
Consults with leadership and staff as appropriate to help address any issues or concerns with the way in which Cultural Services are being delivered to employees and community.
Provide strategic leadership for the planning, implementation, and operational direction of the Cultural Services team.
Develop and implement key human resource strategies that will contribute to building a culture of high performance and organizational excellence.
Develop and ensure the Cultural Services team supports the agency in achieving its’ strategy and vision.
Assist leadership in connecting with cultural supports to build programming that best supports employees and the community.
Support agency leadership in establishing and maintaining effective and positive public relations in the cultural community.
Ensures positive working relationships between NCFST, First Nations and Indigenous partners, including all Indigenous communities supported.
Other Related Activities
Develops and maintain budgets.
Other duties as they relate to the development of these program areas, including reporting, analysis, and ongoing development work.
Establishes and maintains relationships and networks with internal and external partners.
Demonstrates exceptional crisis intervention and problem-solving skills.
Participates on internal and/or external committees as required.
Leads, facilitates and/or participates in special projects as required.
Provides back up to other members of the leadership team as required and appropriate.
Other related duties as required.
Qualifications, Knowledge and Skills:
Post-secondary education in Human Resources, or other related field, as determined by the Interim Leadership Council and Human Resources.
Certified Human Resources Professional (CHRP) designation would be considered an asset.
Minimum of five (5) years related experience within a similar leadership role.
Combination of relevant education, training, and experience as determined by the Interim Leadership Council and Human Resources.
Preference will be given to those that hold the above minimum requirements and also have three (3) to five (5) years of progressive experience in a Cultural Services leadership role.
Advanced knowledge of provincial and federal legislation governing human resources, health and safety, WSIB, labour relations, privacy, and other related and relevant guidelines associated with the role.
Excellent knowledge of human resources theory and professional best practices.
Understanding and grounding in Cultural and social issues affecting Indigenous people.
Knowledge of the child welfare system or Indigenous child and family wellbeing would be preferred.
Understanding of NCFST’s mission statement and guiding principles, and ability to integrate this into practice, service delivery and team relationships.
Proven ability to manage teams successfully through development, mentoring, sponsorship, and consistent feedback.
Demonstrated research, writing, and editing skills.
Excellent analytical skills and the ability to communicate at all organizational levels and to provide advice to senior level staff and politicians.
Ability to work both independently and collaboratively in a team environment that encourages equal contribution and diverse perspectives.
Proven experience in public speaking skills and presenting to groups of all sized and demographics.
Skills and knowledge of various computer programming, including but not limited to graphic design and website development.
A satisfactory Vulnerable Sector Police Records Check is required.
Knowledge of effective strategic planning, research, policy processes and evaluation techniques and proven ability to lead change and find creative solutions.
Ability to make decisions of sound judgment.
Advanced planning, time-management, multi-tasking, and organizational skills.
Exceptional written, oral communication and interpersonal skills providing articulate, constructive, meaningful, and timely interaction at all levels with the ability to make complex issues understandable.
